Cut lemon peel and sugar in a blender or food processor. Process until finely chopped. Place mixture into a large pan. Add water and salt. Heat until sugar dissolves. After it has cooled, add lemon juice and stir. Freeze. To serve, process in a blender/food processor until it is slush. Makes 4 1/2 cups. This recipe serves 18 people. Due to the nature of this recipe, it adjusts the number of servings in multiples of 18 only.
