Preheat oven to 350°F. Sift first 6 ingredients together in a bowl. Combine water and next 5 ingredients in another bowl. Mix thoroughly. Add to dry ingredients, stirring just until dry ingredients are moistened (batter may be lumpy.) Pour into a 9 inch round cakepan coated with nonstick cooking spray. Bake 40 minutes or until a wooden pick inserted in center comes out clean. Cool in pan on a wire rack 10 minutes. Remove from pan and cool completely on a wire rack. Sift powdered sugar over top. This recipe serves 10 people. Due to the nature of this recipe, it adjusts the number of servings in multiples of 10 only.
