Combine first 4 ingredients in a food processor or bowl. Cut in butter until it resembles cornmeal. Stir in cheese and water until thoroughly mixed. Shape into 2 inch rolls. Chill 30-40 minutes. Preheat oven to 400°F. Cut each roll into 1/4 inch slices and arrange on ungreased cookie sheet. Bake about 10 minutes. Remove from cookie sheet and let cool. This recipe serves 6 people. Due to the nature of this recipe, it adjusts the number of servings in multiples of 6 only.
