Heat oil in a heavy nonstick skillet over medium-high heat. Fry fish in oil on both sides until lightly browned and cooked through. Transfer fish to a warm platter and keep warm. Fry scallions until soft. Add garlic and ginger and cook on low, stirring until soft and golden. Mix in remaining ingredients. Simmer 1 minute. Pour over fish and serve immediately.
