Turn on broiler. Combine cream and butter in a saucepan over medium heat. Cook 6-8 minutes, stirring frequently, until reduced by half. Cook pasta in a large pan of boiling water 5-7 minutes, or until al dente. Drain and add to cream sauce. Season with pepper and nutmeg. Transfer to a large gratin dish or individual serving sized gratin dishes. Sprinkle with Parmesan. Broil 4 inchesfrom heat source 2-3 minutes, until lightly browned.
