Preheat oven to 350°F. Place pork between two sheets of wax paper and pound lightly with a mallet or other heavy flat object until about 1/8 inch thick. Combine scallions, mustard and brown sugar in a bowl. Mix thoroughly and spread over one side of flattened pork chop. Roll up meat. Wrap a slice of bacon around each pork roll. Secure with toothpicks and arrange in the bottom of a baking pan. Bake 40 minutes. Remove toothpicks before serving.
