Turn on broiler. Combine first 3 ingredients in a bowl and mix thoroughly. Arrange steaks on a broiler pan. Season with salt and pepper to taste. Broil 4 minutes. Turn steaks and spread 1-1/2 tsp. pepper butter over each steak. Broil another 3 minutes for medium done meat. Transfer steaks to serving plates. Top with another 1-1/2 tsp. pepper butter. Serve with rolls.
